The "Heart of the City" is housed in a beautiful historic building built in 1844 and located at 301 South Main Street. Formerly a bank, Palmyra City Hall is known for its massive vault which catches your eye when you walk through the front door.


Palmyra City Hall is staffed by three clerks and is the nucleus for all residences as well as the city departments. Fulfilling the City's mission statement "to provide the highest quality of professional services addressing the residents needs while promoting an enhanced quality of life for the citizens of Palmyra and surrounding community" is the top priority.


These personnel are responsible for accounts payable, accounts receivable, utility billing, payroll, employee benefits and provide support for the city's elected officials, the Board of Public Works members, department heads and employees.

PALMYRA RECYCLE CENTER

The Palmyra Recycling Center is an all-volunteer operation providing recycling to Palmyra and the surrounding rural areas. It has been in continuous operation since 1991. Recyclable materials that would otherwise end up in area landfills is diverted for other more productive uses. The materials are sorted and packaged in our drive-through facility for shipment to a factory that turns them in to new products.

The center is in operation from 10:00am until 2:00pm on the 1st and 3rd Saturdays each month, at 810 West Line Street, Palmyra MO. We usually accept and process nearly 4 tons of recyclables each day we are open.


A complete list of what we can accept, and how it needs to be sorted, can be found here. We will not accept drop-off recyclables other than during the hours and dates of operation.

To a large degree, the Recycling Center is self-supporting, with facilities and additional funding provided by the City of Palmyra. Some additional support is also provided by the Marion County Commission.

Various school, civic, and commercial groups provide volunteers as the workforce during hours of operation. The current list of groups is found here. We provide a clean, safe, friendly experience for our valued volunteers.

Flower City Park was established nearly 40 years ago under the leadership of the Palmyra Jaycees. It has grown with the support of the Palmyra community and surrounding area and the help of generous donations from individuals and local organizations. Featuring 4 ballfields, tennis/pickleball courts, community swimming pool, basketball court, walking paths, and also hosts the Marion County Fair.

Inspections can be scheduled between the hours of 8:00 am - 3:30 pm. 


The Building Inspector’s Office performs building code inspections of structures, facilities, and various service systems to ensure safety and code compliance. The Building Inspector’s Office reviews plans, issues appropriate permits when necessary, enforces all applicable building codes within the City limits, and ensures completion of all such improvements in accordance with City standards and adopted ordinances. 


The Palmyra building inspector also conducts inspections of all new construction to ensure compliance with the City's building codes. Building permits are required for all new residential and commercial construction and for many other types of construction. A Building Permit Application can be downloaded from this site. A completed application must be returned to the building department. The Building Inspector’s office also oversees inspecting any non-owner occupied dwellings in the City of Palmyra. This includes any rental home, apartment, Airbnb, Vrbo, etc.


Code Enforcement

The building inspector also conducts compliance reviews to make certain lawn and building maintenance and improvements are done in accordance with city codes. Improvements to existing structures may require a building permit, therefore property owners are encouraged to contact the building inspector before starting any work on their property. Any code violations should be corrected swiftly and in accordance with applicable codes. The Palmyra Street Department is responsible for the maintenance, repair and improvement of City owned streets, right of way and storm sewers. Currently, the City of Palmyra owns approximately 45 lane-miles of paved roads and several graveled alleyways.

ELECTRIC DEPARTMENT

Providing Electric Service: The City purchases all of its electricity through an agreement with the Missouri Joint Municipal Electric Utility Commission (MJMEUC), a political subdivision of the state of Missouri. Electricity is delivered through 69,000 volt transmission lines owned by North East Power Electric Cooperative to our 1.5 mile long 69,000 volt transmission line, then, to our substation. Transformers in the substation reduces the voltage. Distribution lines originating at the substation deliver electricity throughout the City. The distribution lines are operated at 12,470 volts.  Connected to the distribution lines are transformers that reduce the voltage of electricity for delivery, through service lines, to our 1855 customers within the city. Our maintenance responsibility ends at the meter. The customer/property owner is responsible for maintenance beyond this point.

 

Electric Generators: Palmyra’s diesel fired generators have been shut down and are for sale. The plant is to be dismantled. 

WATER DEPARTMENT

Providing Water Service: City water is supplied primarily by wells. Raw water is pumped to the Water Treatment Plant on North Bradley where it is treated to drinking water quality. Laboratory analysis is performed to ensure that our water meets federal and state regulations. This requires daily laboratory analysis. This drinking water is then pumped into the distribution system, into a ground storage tank and to two water towers, through meters and into the plumbing system of our 1618 customers. The city maintains the water system up to the meter. The customer/property owner is responsible for maintenance beyond this point. The water treatment plant is classified by DNR as a class C plant and the chief operator is required to hold a class C certification. The chief operator of the water distribution system is required to hold a class DS-3 certification. It is the Department’s continuing goal to have all operators certified at the minimum required level. Training is provided to accomplish this goal. Operators are encouraged to attain higher certification.

WASTEWATER DEPARTMENT

Providing wastewater service:  Wastewater is collected from essentially every building in Palmyra through about 1618 customer owned service lines. These service lines connect (at tapped into) city owned sewer mains. The customer/property owner is responsible for maintenance of the sewer service line upstream from tap on the sewer main. The wastewater flows by gravity, and in some cases pumped, to the treatment plant. Our sewer collection system includes four lift (pumping) stations. The treatment plant is an oxidation ditch. Liquids discharged from the treatment plant are discharged to North River. Solids are taken to a landfill. Palmyra’s treatment plant is classified by DNR as a class B plant and the chief operator is required by DNR to hold a Class B certification. It is the Department’s continuing goal to have all operators certified at the minimum required level. Training is provided to accomplish this goal. Operators are encouraged to attain higher certification. A pretreatment program has been developed to monitor and regulate discharges from industrial users of the wastewater system. Gains (inflow and infiltration) in the collection system add to the quantity of water that we have to treat. Laboratory analysis is performed to insure the solids and liquids discharged are clean enough to meet federal and state regulations. 

CONTRACTS

Joint action agreement: Palmyra has a contract with the Missouri Joint Municipal Electric Utility Commission (MJMEUC) for joint planning, scheduling, dispatching, power purchases, acquisition and ownership interest in power generating facilities. MJMEUC is a political subdivision of the state of Missouri. This contract has no set expiration date.

Electric power supply agreement: Palmyra is one of 35 city members of MJMEUC that have signed a full requirements power supply agreement with MJMEUC. The 35 member group is referred to as the Missouri Public Energy Pool #1 (MoPEP). Each of the 35 members of MoPEP have a representative on the MoPEP Board as well as on the MJMEUC Board. Each member has one vote on each Board. Palmyra’s Director is the Utility General Manager and the Alternate Director is the President of the Board of Public Works. There is no expiration date for this agreement. MJMEUC owns and/or has contracts, on behalf of MoPEP, for the capacity and energy requirements of the members of MoPEP. These generation resources include coal fired base load generation, natural gas fired generation, co-generation based at ethanol production facilities, landfill gas fired generation, and wind energy. Palmyra’s cost of electricity is an allocation of the actual monthly costs incurred by MoPEP.

 Mutual Aid agreement: Palmyra has a contract to participate in the Mutual Aid Program sponsored by the Missouri Association of Municipal Utilities. This program helps member utilities face the risks of storm damage and other unpredictable emergency needs.

Transfers: Palmyra transfers 3% of its gross monthly utility revenue to the Common fund as a payment in lieu of taxes. The Missouri Constitution requires payments in lieu of taxes (transfers) to be reasonable and consistent. The utility departments also pay a portion of administrative costs for direct services provided to the utility departments by the Common fund. Palmyra’s Board of Public Works provides utility services to all city owned facilities at no cost to the Common fund. 

PERMITS and LICENSES

Wastewater permit: The city holds a National Pollution Discharge Elimination System (NPDES) permit issued by the Mo Department of Natural Resource under the Federal Clean Water Act. The current permit expires in June 2024. This permit, among other things, specifies water quality, laboratory testing, and reporting requirements.

Drinking water permit: The City holds a permit to dispense water. It was issued by the Missouri Department of Natural Resources under the Federal Safe Drinking Water Act. This permit is continuous, it has no expiration date. Monthly and annual water quality reporting is required; including an annual report to customers.

STATUTES and REGULATIONS

Hot weather law: There is a statutory restriction on disconnection of utility service from June 1st through September 30th.

Cold weather law: From November 1st through March 31st, there are restrictions on disconnection of utility service that do not specifically apply to municipal utilities, but compliance with the intent of these restrictions is advised.

POLICIES

Cross connection and Backflow protection: This enables the Water Department to protect our drinking water from contamination from back siphoning or improper plumbing connections.

Utilities in new developments: New electric lines are installed by the Board of Public Works. New water and sewer mains are installed by the developer. After certification that they meet current standards, these mains are accepted into the city’s systems.
